Election Day brings ten propositions for Constitutional Amendments on Tuesday, November 5th 2019. 

  Some propositions have had much discussion, and others are important to Freestone County.

    Proposition 4 passing changes the way a state income tax can be imposed in Texas.  Not that it will or will not impose an income tax.

  Currently, a statewide referendum with a simple majority (50%+1) is required to enact a state tax. 

  Fairfield Lake State Park would benefit from Proposition 5 passing, as it allows more income for state parks without increasing any taxes throughout the State of Texas.

  Proposition 6 would double the maximum bond amount for the Cancer Prevention and Research Institute (CPRIT) to $6 billion. 

  More money for more cancer research means better cures, help, and futures for those affected by cancer.

The propositions are as follows:

–Proposition 1, if passed, would allow a municipal judge to be elected in more than one jurisdiction.

–Proposition 2, if passed, allows the Water Development Board to issue bonds from the Economically Distressed Areas Program to develop water supply & sewer projects in economically depressed areas of the state.

Proposition 4, if passed, will ban enacting a state income tax on individuals.  To remove the ban in the future would require a constitutional amendment.

Proposition 5, if passed, requires the Legislature to allocate sales tax revenue from sporting goods sales to the Texas Parks and Wildlife Department and the Texas Historical Commission.

Proposition 6, if passed, would authorize the Legislature to double the maximum bond amount for the Cancer Prevention and Research Institute to $6 billion.

–Proposition 3, if passed,allows the Texas Legislature to give a temporary property tax exemption in a disaster area.

–Proposition 7, if passed, would double the amount of money that the General Land Office could distribute to the Available School Fund to $600 million.

–Proposition 8, if passed,would create a Flood Infrastructure Fund to assist in financing drainage, flood mitigation, and flood control products. 

–Proposition 9, if passed,would authorize the Legislature to exempt precious metals held in a Texan precious metal depository to be exempted from property taxes. 

–Proposition 10, if passed,would allow the transfer of a law enforcement animal to a qualified caretaker in certain circumstances.

  Polling places will be open from 7:00 a.m. till 7:00 p.m., November 5th at the following locations:

–Wortham #7 Wortham Community Center, 105 E. Main St., Wortham

–St. Elmo #8 Southern Oaks Clubhouse, 111 Southern Oaks Drive, St. Elmo
