The Texas Water Development Board (TWDB) public comment period on the Draft 2027 State Water Plan is now open, and comments will be accepted until 5:00 p.m. on Friday, May 29.

The draft plan was developed using a two phased approach to meet the 2026 State Water Implementation Fund for Texas (SWIFT) commitment deadline, while also preserving additional time to produce a more robust final plan by the statutory deadline of January 5, 2027.

The initial draft document provides a streamlined set of core elements required by statute and administrative rule. A subsequent enhanced version of the 2027 State Water Plan, the first amendment to the plan, is anticipated for completion in the fall of 2026 and will provide more expansive and informative content. That amendment will also include its own formal public comment period.

Visitors who wish to provide public comments during the hearing should complete a visitor registration card and submit the form via e-mail to SWPPublicComment@twdb.texas.gov by 12:00 p.m. Wednesday, May 27, or in person at the registration desk on the hearing date.
