Fairfield City Council and Fairfield ISD, together, made a presentation of a proposed interlocal agreement between the two for shared use of City and FISD real property; land swap for parkland, parking lot, and related facilities, following the Tuesday, July 14, 2026, meeting of City Council.

Per the information provided during the presentation, FISD is requesting a land swap between the two entities that would be beneficial to both parties.

The properties in question include the City’s land located between the current football stadium and the city park walking trail (4.57 acres), which is currently used for little league soccer and flag football games, and the land where the previous AG Barn was located across the road from the softball fields, next to the cemetery (2 acres).

The school district is proposing to build a parking lot as part of the new high school property that would be available for school students, as well as community use for access to the city park. In return, they would surrender approximately 2 acres of land to be utilized by the city for parkland purposes.

Also discussed was the district allowing the soccer and flag football leagues to have use of the two practice fields located behind the junior high.

The proposed agreement would be for 20 years.

City Council will have a meeting on Tuesday, July 21 at 3:00 p.m. (after The ‘Times’ goes to press) at City Hall to further discuss and potentially vote on this agreement.

During this meeting, Council welcomed new Police Officer, Justin Clark, to the department.

Officer Clark is a June graduate of Navarro Police Academy. He is 38 years old, from Mount Calm, and plans to retire from Fairfield PD. In his free time, he enjoys working with his three horses, team roping, the great outdoors, and time at his church.

His first day on the job was July 10, 2026, and he is currently in Field Training with Officer West.

–Minutes from the June Council meeting
–Bill Register as of June 30, 2026
–Acceptance of Department Head Reports
–The purchase of a new pump for the Thousand Oaks lift station. This is the last pump to be addressed at that pump station. It is a 2004 model that has been repaired multiple times. It would cost more to continue repairing than to replace it with a new one.
–Bid for removal of an old, abandoned, and dangerous building located at 713 South Fairway
–Agreement for Boyd Unit lift station and force main engineering services for the TDCJ prison located between Fairfield and Teague
–Performance Agreement and Promissory Note for Project C4 Production as discussed in executive session

Fairfield City Council holds their regularly scheduled meetings on the second Tuesday of each month, beginning at 5:30 p.m. at City Hall.
