The National Active and Retired Federal Employees (NARFE) Chapter 1191 held its monthly meeting at the Grand Ennis Buffet in Ennis on Tues., 12 Sept 2017.

The guest speaker was Paul Liska, Director of the Ennis Parks and Recreation Dept. Mr. Liska is a native of Ennis and a graduate of Texas A & M, majoring in turf management.

He was Park Operations Manager for the City of Hurst before moving back to Ennis a year and a half ago.

The speaker described the planning process for the Parks Dept including an inventory of what was on hand along with the use and condition of park resources as well as what was financially feasible.

The Parks Board sets priorities with the covering of all sides of town being a major consideration. Mr. Liska described neighborhood parks which can be reached via a half mile walk vs community parks which may be reached by a 1 – 3 mile drive or walk.

He discussed the upgrading of playground equipment as well as splash pads, bathroom facilities and potential grants to help in the upgrading of equipment and facilities.

A question and answer session followed the very interesting presentation.

Membership in NARFE is open to all active and retired federal employees and their spouses, former federal employees, and former spouses who are entitled to a federal survivor annuity.
