Attorney David Moore of Limestone County once again addressed Freestone County Commissioners during their Court meeting held on April 1, 2026, regarding the issue of sexual harassment allegations against County Constable Pct. 4 Ken Sessions by one of his clients.

Moore originally addressed the matter during a December 17, 2025, meeting where he explained the allegations, TECOLE’s response, and that it was pending in court.

Since then, Sessions had his day in front of the judge and plead ‘No Contest,’ ultimately accepting punishment, while neither admitting guilt nor denying the charges.

“Since I visited last time, there has been a lot of disinformation on social media regarding the issue. Today I want to give you proof of what I’ve been saying,” says Moore, who then handed out copies of the following items to Commissioners and County Judge Lane.

–A statement posted on the Courthouse bulletin board saying Sexual Harassment is against the law

–The citation given to Sessions for violating that law

–An excerpt of the report by Captain Jason Hash of Limestone County where Sessions admitted sending the pictures and said he was embarrassed by doing so

–The plea form where Sessions entered a plea of ‘No Contest’ and waived trial on the matter

–The judgment where Sessions is found guilty and told to pay $381.00 to the court and to not violate the law for 15 days  **Judge Young announced in open court that he would place Sessions on probation for 30 days, but ended up only giving 15 days and you can see where he handwrote that in on the document

–The redacted investigation where Sessions is thrown out of training in Tyler and you can see the reason cited is sexual harassment –The fi rst picture he sent to Moore’s client of his genitalia and texted comment of “Have a good night”

–The second picture of his genitalia sent to the client and the comment where he claims he took a knockout sleeping pill that makes him do crazy things and says that he didn’t even have a (proof of arousal)

Moore continued saying, “the question I have for you today is if he sent that picture to your wife, your daughter, your granddaughter and they woke up in the morning and found that on their phone or YOU found that on their phone, what do you think ought to happen to somebody like that? They should not be allowed to carry a badge. TECOLE’s not going to do anything to him. They’ve already said that it’s a Class C. They’re not going to do anything to him about it, and that’s very unfortunate. The judge, all he could do was fi ne him a maximum of $500.00 and he didn’t even do that. So, we’ll let y’all do something about it.”

Due to the information being provided during the public comments portion of the meeting and not being an official agenda item, the Court was unable to have any discussion or make any decisions/votes regarding the matter.

Following the meeting, Moore released the following statement . . . the complaint was filed in Limestone County because we were able to confirm where the images were received, although we could not verify Constable Sessions’ exact location when the images were captured or transmitted.

My client is deeply disappointed that an elected official and licensed law enforcement officer can engage in the sexual harassment of two women within a two-week period while maintaining his credentials and authority. She remains concerned by Constable Sessions’ pattern of behavior and his apparent lack of respect for both the law and women’s rights. My client is a sexual assault survivor who, shortly before this incident, had been receiving disability for PTSD. She had recently decided to return to work when her path unfortunately crossed with Constable Sessions, who, eight months later, was found guilty of sending electronic images according to the judgment entered.

I am currently filing a complaint with the Texas Commission on Judicial Conduct regarding potential violations of judicial canons by Judge Ray Jones. Furthermore, I am escalating this matter to Governor Abbott and my State Representative to advocate for the Texas Commission on Law Enforcement (TCOLE) to be reformed into an agency that strictly enforces its mandate of ensuring professional and ethical standards across law enforcement.

Specifically, Constable Sessions was removed from mandated sexual harassment training and did not attend another class. Without this 40-hour requirement, TCOLE would have been required to terminate his law enforcement license. Instead, Constable Sessions was granted a privilege not afforded to others; he was permitted to watch videos at home and submit written summaries in lieu of attending class. This is a troubling example of TCOLE shielding an individual who has demonstrated he is unfit to hold a badge, a firearm, or a position of authority.”

Also at this meeting, Commissioners voted to approve the following agenda items:

–Budget transfers and amendments

–Bill Pay

–Payroll

–Reports from Sick Leave Pool, Unfunded Liability, Paid Time, Constable Pct. 2, Oakwood VFD, Treasurer, and Auditor

–Education certificate

–Resolution declaring April as County Government Month

–Acceptance of donation from Calpine to the Sheriff’s Office in the amount of $1,000

–Allowance of insurance brokerage to go out for bids for health, dental, and vision insurance

–Sanders Creek Construction for replacement of FCR 533 Bridge in the amount of $256,667.75 (materials and labor)

–Raising septic permit fees in Freestone County jurisdiction to $310 for residential and $510 for commercial, effective immediately, to help keep the influx of permit applications from being a burden on the county

–Updated investment policy

–Agree that FCR 451 has no additional county or private roads on the south side of the road

–Approve agreement with E-Force for county law enforcement reporting

–Acceptance of Opioid Abatement Fund in the amount of $3,900.33 (adding it to the already $18,000 in the fund) from the State Comptroller and to allocate the funds to first responder and community training on opioids

–A letter of intent with Fairfield Economic Development Corporation regarding building a new jail where the cost of the purchase of the property will be returned to the County to use for utilities and infrastructure

–Equipment purchases for Commissioner Pct 3 to be financed

Freestone County Commissioners include Andy Bonner (Pct. 1), Will McSwane (Pct. 2), Richard McGowan (Pct. 3), Clyde Ridge, Jr. (Pct. 4), and Lloyd Lane (County Judge).

Their regularly scheduled meetings are held on the first and third Wednesday of each month in the 2nd-floor courtroom.
