Note: Fairfield Hospital District Board is meeting for a Special Called Meeting on Monday, April 6, 2020 to address this issue again, in light of Texas Governor Abbott’s most recent declaration.

At the regular meeting of the FHD Board, there was a discussion of Governor Abbott’s proclamation that would allow local entities to move May elections to November 2020. The Board was aware that this option was being widely discussed around the state. The Special election that is currently scheduled for May 2nd was called by local citizens via a petition for Rollback Election that was submitted to FHD Board in December 2019. Based on Texas Election Code they were not allowed to call for a Special Election earlier due to potential conflicts with Texas Primary balloting. The May 2 General Election was the first date that was available for a Special Election.


The FHD board had great concerns about moving this Special Election even further down the road. There was a feeling that it was not fair to the individuals who petitioned for the Rollback Election nor was it fair to voters who supported the tax increase to wait an addition 6 months to resolve the tax rate issue. The FHD Board is committed to conducting the Special Election at this time, but they will monitor the ever changing medical and safety issues locally.


Special Rollback election starts with early voting on April 20, 2020.  The early voting is scheduled to be in FISD board room April 20-28 from 8:00am to 4:00 pm.  The election on May 2nd, would be at the Civic Center (Green Barn) from 7:00 a.m. to 7:00 p.m.


In order to encourage voter participation, the FHD Board is recommending the following safety procedures for polling places this spring.

We are promoting “voting by mail ballot” for over 65 and disabled. Deadline to get application turned in is April 20, 2020. The polling place will have a full-time person hired to clean and disinfect voting areas at all times during early voting and on Election Day.

Election judges will wear masks and there will be masks available for voters upon request.

In order to reduce contact of common areas/objects each voter will be provided a one-time use ink pen to sign-in. Voters are welcome to take the pen with them or discard as they exit. (FISD voters will also be able to sign-in with this single-use pen during early voting April 20-28 and on May 2nd.)

There will be Purell type stations coming in and going out, for citizen use.

Sign-in and voting stations will be set-up at maximum distance from each other.
