“I do understand the concern about increasing debt services for the City,” explains Fairfield City Administrator Nate Smith. “But, we have many options open to us to help minimize our debt obligation. Once we have explored all of those options and gathered all the information, we will then present it to the public.”


Smith would like Fairfield residents, business and property owners to know that while, yes, the Council has looked into the possibility of obtaining a Certificate of Obligation for the purpose of purchasing the Navarro Campus in Fairfield (and for other various projects), that it is not set in stone. He explains that obtaining the information was just the first step in looking at all options available to the City.


The current City Hall, located at 222 South Mount Street, has some issues that need addressing in one form or another.


Some of those issues are leaks and cracks.
–Leaks: Several throughout the building over the years have caused the need to re-carpet the Council Chambers, purchase a new computer in the billing office, and test the building for mold and air quality, among other things; and have caused problems in the Police Department’s evidence room.


Some of the leaks are caused by drainage issues in the back of the building which causes water to seep into the building, flooding different areas. Water also leaks in through the roof. –Cracks: There are many cracks in the foundation, in the brick walls, and in the ceiling all over the building. –There are eleven acres of land which adjoins land already owned by the City.
–Navarro spent $300,000 putting in a new roof and renovating the main building.
–The property and buildings would be repurposed instead of laying dormant for an undeterminable amount of time.


One small building on the property does have asbestos, but this building is one that the City has no plans to utilize in the near future if the property is purchased, if it is needed, friable asbestos services will take over. If the building is later needed for storage, the building would be abated prior to usage.
