By Conservative State Representative Angelia Orr

As a proud representative of rural Texas, I have always fought to protect our state’s land, values, and way of life. That’s why I am a champion for multiple bills moving through the Texas House right now.

First, I am a supporter of legislation to prohibit foreign adversaries from buying up our farmland. Second, I am the author of House Bill 128, to end sister city relationships with hostile foreign nations. These measures are essential to defending Texas from undue foreign influence and safeguarding our communities for future generations.

Texas land is more than just soil—it’s our heritage, our livelihood. Yet, foreign entities tied to adversarial nations like China, Russia, Iran, and North Korea have been quietly acquiring farmland across America, including right here in Texas. As of 2021, China alone owned nearly 400,000 acres of US agricultural land. This is a direct threat to our food supply, our economy, and even our national security.

The idea that a foreign adversary could buy up large swaths of land near military bases or water resources should alarm every Texan. We cannot allow those who oppose America’s interests to gain a foothold in our state. By passing this bill, we ensure that our land remains in the hands of American farmers and ranchers.

Moving on to House Bill 128. Some argue that sister city relationships with adversary nations are harmless cultural exchanges. I disagree. These programs provide a backdoor for foreign governments to gain influence in our communities.

China, which has sister-city relationships with six major Texas cities, has a documented history of using its sister-city programs to spread propaganda and collect information on Americans. The United States National Counterintelligence and Security Center made this clear in their July 2022 report. We cannot be naïve about their intentions. Ending these relationships sends a clear message: Texas will not be a safe haven for America’s enemies. That’s why I filed priority legislation in the House to cut off diplomatic ties to China.

My push for both of these issues is about more than just policy; it is about protecting Texas values, resources, and people. As your representative, I will always put Texas and our Christian, conservative values first. We cannot afford to wait until it’s too late to address these threats.

I urge you all to stand with me in securing our land and our communities. Let’s keep Texas safe, strong, and free.
