House Bill 3815, filed by Representative Angelia Orr on March 5, 2025, is making its way through the legislative process with its proposal to create two specialized U.S. Army Ranger license plates for eligible veterans, active-duty members, reservist, and National Guard members. This initiative aims to honor the service, contributions, and sacrifices of those who have served in U.S. Army Ranger units or graduated from the prestigious Army Ranger School. Representative Orr is an advocate for constituent legislation, and this legislation began with Normangee “constituent”, Glynn R. Donaho, a former Army Ranger and veteran.

Similar to other military license plates, there will be specific eligibility criteria, requiring applicants to provide official military documentation, such as military orders or a DD Form 214, to prove their connection to the Army Ranger program. This legislation is a trend nationwide among lawmakers highlighting the importance of recognizing military service in a tangible way. U.S. Army Rangers are respected as one of the most agile, flexible, and lethal military forces of the United States armed forces.
Supporters of the HB 3815 make a case that this is a way the state of Texas shows pride for some of their elite soldiers. This is also a way the state of Texas shows thanks for contributions, and sacrifices of Army Rangers. The Army Ranger license plates also serve as a badge of honor, fostering pride among Rangers, and raising awareness of the ethos of Army Rangers. That ethos includes bravery, commitment, and leading the way.
House Bill 3815 has received all “Yea” votes in both the Senate and House Committee meetings. It has passed the House of Representative and the Senate vote and is pending signature of Governor Abbott.
The implications of Representative Orr’s legislation extend beyond just new license plates. It reflects the importance of states recognizing and honoring military service and especially recognizing the best of the best. The states of Georgia, Tennessee, Louisiana already have Ranger license plates. Oklahoma legislation for a Ranger license plate is also in progress. Maybe Texas will be the fourth state with Ranger license plates!
