Council Works on Job Description, Software Add-Ons & MSD Ordinance
Following a relatively short Executive Session, Fairfield Council approved the appointment of Jana Taylor as Interim City Administrator during a Regular Session on May 22, 2018.
Taylor formerly served the City for several years as City Secretary.
Her position was approved under contract at the rate of $33 per hour.
The interim appointment will allow the Council to search for a full time replacement for City Administrator, while the business of running the City will continue, unimpeded.
A job description for the new City Administrator position was heavily discussed, as Council convened into a Workshop session.
Tasked with developing a rough draft for the job description are the new Interim City Administrator Taylor, City Secretary Misty Richardson, and City Attorney Linda Sjogren.
Also during the Workshop was a presentation from Tyler Technologies regarding updates to the Incode programs used by the City for day-to-day operations such as utility billing.
Of note is an add-on that allows for a smart scan of documents such as purchase orders, invoices, and more. The software was demonstrated as quick and easy to use, allowing for quick retrieval of information, when requested by council members and the public.
As the workshop came to a close, Councilman James Tyus as the new City Administrator to come back with an estimate of how much time could be saved with the additional software.
Back in Regular Session, no action was taken on Workshop items.
Following through on an early decision, Council approved an official Ordinance designating a 1.568 acre tract a Municipal Setting Designation (MSD).
The property includes the building and lot where Family Dollar is currently located at the intersection of Highway 84 and FM 488.
The MSD designation prohibits the use of designated groundwater beneath the site as potable water, as it has been found to contain concentrations of solvents used in a dry cleaning type business.
The area does not affect the City’s water supply. Although there are two water wells in the area, neither have been in use for some time.
This MSD ordinance has allowed the property owner to continue his plans to renovate the space for future development. Work on the building was observed, starting last week.
Finally, a closed Executive Session was called to allow Council to consult with the City Attorney concerning results and recommendations of the Forensic Investigation recently completed by W.D. Brown and Associates, LLC and Nelson Forensic & Advisory Services, LLC.
These findings are being presented to the public during a Special Called meeting beginning 6:00 p.m. on Tuesday, May 29, 2018 in the Green Barn Civic Center.
