Streetman’s Board of Commissioners made great headway on a long agenda during their July 21, 2025, meeting, but ended up tabling several items for a special-called meeting to be held on Monday, August 4, 2025.
While you could feel tension in the room, everyone seemed to be on their best behavior that evening, compared to last month.
At the meeting, Commissioners received only one bid for the lease of the clinic side of the Community Health & Education Building. Navarro Regional Hospital (NRH), who is currently located there, submitted and won a bid for $1,125 per month rent. City representatives will meet with an attorney and NRH representatives to review and sign the contract to start in August 2025.
As for the other side of the building, the City is welcoming suggestions for bringing revenue utilizing that side of the building. However, before being able to use it for business purposes, the City must hold a public meeting. For now, it will remain vacant.
Clarification of the different attorneys representing the City was given, stating that Messer Fort is used for ordinances and municipal law, Lloyd Gosselink assists with issues pertaining to TCEQ, George Robinson is utilized for local contract law and real estate, and TML offers guidance on insurance and municipal law.
City Clerk, Heather Marfell, explained to Commissioners that there was confusion over which attorney would be used for the purpose of prosecution at the new Municipal Court. It was assumed that since the City of Wortham uses Attorney Jacob Ramsey for their court, that Streetman would do the same, and therefore he was used for the very first court date, which was held June 23, 2025. However, others were understanding that George Robinson, already an attorney representing the City, would be handling the Municipal Court.
A bid for service has not yet been received by Robinson, and Commissioners ultimately voted to pay Ramsey for his service at the June court, to use him for July and August court dates, and then hopefully will have Robinsons’ bid so that they may vote on which attorney will prosecute for Municipal Court moving forward.
Municipal Court reported that for the month of June, income from tickets equaled $27,042 and that the monthly court had a room full wishing to go before the Judge.
The water department explained that following the repair of the major leak in June that left the small town with no water for three days, 5 more leaks were discovered and fixed. A total of 319,000 gallons of water were lost during that time.
Animal Control reports that the stray dog problem continues to grow. Dogs are being dumped, mostly on the north side of town, and they are seeing an influx in Great Pyrenees type dogs.
The need for reviewing and potentially raising water, sewer, and trash rates for the City was discussed. According to current ledgers, the City maintains approximately less than $20K in its fund balance where it previously maintained about $60-$70K.
“Our outflow is greatly outpacing our income,” explained Marfell.
Commissioners decided to table this item to their September meeting to have time to look into options before voting on the issue.

–Bill Payment
–Reimbursement of check for the purchase of flags for the meeting room/Municipal Courtroom which was purchased by Mayor Robinson’s wife on her personal credit card, as Commissioners have not approved a credit card for City use.
–Bid for used roofing metal to Scott Buss in the amount of $220.00.
–Bid for Professional IT Services to Owen Technologies
–Amend the contract with the City of Wortham for Police Service to include a percentage of fines amount to be paid to Wortham. When the two cities updated the service contract, this issue was inadvertently left out. After the State of Texas gets its cut, the remaining will be divided as 30% to Wortham and 70% to Streetman. A request will be made to Wortham to allow repayment on a quarterly basis as opposed to the current monthly repayment to provide a more accurate payment amount according to reports.
–Pay bills for non-potable water, port-o-potties, and machinery used during the major leak in June.
