Further improvements to Teague’s Municipal Airport were approved at the Tuesday, January 15, 2018 Council meeting.
Heeding a 2017 study of the paved surfaces at the airfield indicating the need for basic maintenance, such as the recommended resealing and striping, Aldermen reviewed the two bids received for the project.
Nelson Thibodeaux of TBI Solutions, LLC shared information about his company’s product, a unique three-part emulsion asphalt ideal for rejuvenation of the runway, tie down areas, and hangars at the airport.
Asphalt rejuvenation and seal coating is designed to replace the oils that are lost during the asphalt aging process. Rejuvenation with TBI Solutions’ unique formula would help extend the life of the runway by penetrating and sealing hairline cracks and providing improved resistance to sun and water damage.

He advised Aldermen against resealing the asphalt, due to the short life span of the water-based product used.
TBI Solutions submitted a bid of $47,874.50 with a three year warranty; and The Little Manufacturing Company for $37,000 with a one year warranty.
Thibodeaux explained that TBI Solutions would extend the warranty to four years, in light of the FAA’s rating of their product’s endurance on airport runways and surfaces.
The City will receive funds from the RAMP match grant to make necessary repairs and improvements to the airfield, effectively being reimbursed $23,937.25, leaving the City to find the remaining $18,937.25 for the project.
Aldermen voted to close the City’s abandoned Pool Fund to utilize its remaining $13,947.55 and appropriate $4,989.70 from the City’s Fund Reserve account to fund the project, awarding the bid to TBI Solutions.
The Council approved the resolution for the General Election to be held jointly with Teague ISD on May 4, 2019, establishing Mancy Johnson and Benny Walker as election judge and alternate judge.
Submission of the City’s 2019-2020 Texas Community Development Block Grant application was approved by Aldermen.
The Texas Department of Agriculture grant is the largest utility grant available and is awarded based in income. It is a $300,000 grant requiring a $90,600 match from the City if received.
A sewer line replacement project and repairs to the lift station on Jefferson Street is planned, should the City receive the grant.
If chosen, the City will be notified in August and be awarded the funds in 2020.
During Department reports, City Administrator/Secretary Theresa Prasil announced the formation of the Christmas in the Parks committee, naming Alderman Jerry Ballew, City employee Kyle Steen, Bill Bowers, Brittney Brown, LaDonna Turner, Nikki Wolf, Jessica Risken, Doris McWilliams, and Anita Philpott as committee members.
The committee will meet soon, with dates and agendas to be listed on the City’s website.
Town Hall Meetings for the City of Teague’s 2019-2020 fiscal year budget are set for Monday, February 4th at 10 a.m. and Tuesday, February 5th at 6 p.m. at the Community Center.
Public Works Director, Jacob Cowling announced that Well #3 has been repairs and will be restarted following disinfecting and sampling.
The Northline water project has received positive pressure tests and will also be disinfected and sampled while awaiting a permit.
Asphalt repairs have been made to the FM 80 water project area, with the defunct contractor to be invoiced for the work.
The annual water survey and audit have been completed showing 133 million gallons pumped in 2018, with 120 million billed and 13 million lost.
Cowling shared that these numbers show a marked improvement from 2017. According to reports, 2017 saw a loss of 21% or $117,000 lost with 2018 reporting only a 10% loss or $64,000.
Also announced was the purchase of four new computers for the Library and ongoing interviewing of applicants to fill vacancies at the Police Department.
The next Council meeting will be Tuesday, February 19th, with meetings resuming their regular schedule in March.
