Limestone County Attorney David E. Moore spoke before Freestone County Commissioners on Wednesday, December 17, 2025, calling for the resignation of Freestone County Constable, Pct. 4, Ken Sessions due to charges of Repeated Sexual Harassment he has received this year.
“To address this matter, I call upon Sessions to voluntarily resign. His actions undermine public trust and bring disrespect to the office he holds. If he doesn’t resign, as leaders of this community, you can file a petition to remove him.”
Attorney Moore has made complaints to Texas Commission Of Law Enforcement (TCOLE) and Texas Workforce Commission regarding Sessions’ actions.
“This behavior is not only unprofessional and deeply unethical for Sessions,” explains Attorney Moore. “It violates the trust and safety of the community that Constable Sessions has sworn to protect and serve. This servant does not uphold the motto that TCOLE so proudly displays on their correspondence to establish and enforce standards to ensure that the people of Texas are served by highly trained and ethical law enforcement. By sending unsolicited images and sexually harassing an attendee at a training session, Sessions has crossed a line. This signifies a grave misuse of power and complete disregard for professional boundaries. The residents of Freestone County deserve a leader who respects and upholds the dignity of every individual, that fosters a safe and respectful environment for all of us.”
When asked about the matter, Commissioner Pct. 4, Clyde Ridge chose to make no comment.
Commissioners held another public hearing on the proposed Tax Abatement Agreement between Freestone County and C1 Freestone 1, LLC, previously approved at the December 3, 2025, meeting. This agreement was revisited with proposed updates/changes to the agreement. The agreement was unanimously approved.
This proposed data center with an initial investment of $600,000,000 in real property alone is projected to bring in $850,000 per year in Payments in Lieu of Taxes (PILOT). It will use an enclosed loop water system for running the facilities. The only water used would be for toilets, sinks, and the like; the equivalent of four 4-member family homes.

–Salary for 77th District Court Reporter – adding $5,000 to the yearly salary from Freestone County
–District Clerk fees for 2026 (same as 2025 fees)
–Interlocal agreement between Freestone and Kaufman Counties for housing and care of inmates at a cost of $60 per person per day.
–Memorandum of Understanding between The State of Texas and Freestone County for the State of Texas Emergency Management Assistance Teams (TEMAT)
The Freestone County Commissioners include Andy Bonner (Pct. 1), Will McSwane (Pct. 2), Richard McGowan (Pct. 3), Clyde Ridge Jr. (Pct. 4), and Lloyd Lane (County Judge).
Their regularly scheduled meetings are held on the first and third Wednesday of each month in the 2nd-floor courtroom.
