House Bill 3749, “Jennifer’s Law,” was officially signed into law by Governor Greg Abbott on June 20, 2025, and will go into effect on September 1, 2025.
This law directly impacts who can legally administer elective IV therapy in the state of Texas. Once in effect, only the following licensed professionals will be authorized to provide elective IV services: Registered Nurses (RNs), Advanced Practice Registered Nurses (APRNs), Physician Assistants (PAs), and Medical Doctors (MDs).
This means LVNs, paramedics, EMTs, and other non-licensed individuals will no longer be allowed to administer IV therapy for elective purposes, a major shift for many businesses currently relying on these providers.
