Notice of the Constitutional Amendment Election has been officially posted by Freestone County Judge Linda Grant.
Fourteen propositions to the Texas Constitution will be on the ballot for voters this year. See page 6-A in this week’s print edition for the complete list, or read them online here.
Election Day will be Tuesday, November 7, 2023.
For those not yet registered to vote, the last day to register in time to vote in this election is Tuesday, October 10, 2023.

Early voting in person will begin October 23rd-27th and continue October 30th-November 3rd.
There will be two locations for Early Voting in Freestone County. They include:
–Fairfield Conference Center
–Teague City Hall
Voters may cast their ballot at either location.
For those eligible to cast their ballots by mail, applications requesting a ballot by mail must be received by the Freestone County Elections Administrator no later than the close of business on Friday, October 27, 2023.
Applications are to be sent to Renee McBay, Election Administrator, 112 E. Main, Room 205, Fairfield, Texas 75840.
Allowable reasons to vote by mail in Texas include the following:
–65 years of age or older.
–Disability, as defined in Texas Election Code 82.002(a) that would prevent a voter from appearing at the polling place on Election Day without a likelihood of needing assistance or of injuring their health.
–Expected to give birth within three weeks before or after Election Day.
–Expected Absence from the County.
–Confirmed in Jail or Involuntary Civil Commitment.
Absentee Ballot by Mail must be applied for annually.
On Election Day, November 7, 2023, registered voters must cast their ballots at the location assigned to their voting precinct.
There will be five polling locations on Election Day:
–Fairfield Conference Center: Pct. #1 – Fairfield, Pct. #2 – Fairfield, and Pct. #15 – Streetman.
–First Baptist Church, Teague: Pct. #3 – Donie, Pct. #4 – Cotton Gin, Pct. #9 – Teague, Pct. #10 – Freestone, and Pct. # 5 – Teague.
–Wortham Community Center: Pct. #7 – Wortham, and Pct. #6 – Kirvin.
–Southern Oaks Clubhouse: Pct. #8 – St. Elmo.
–Dew School Library: Pct. #13 – Dew, and Pct. #11 – Butler.
On the ballot will include the following propositions:
–Prop. No. 1 – Protecting the right to engage in farming, ranching, timber production, horticulture, and wildlife management.
–Prop. No. 2 – Authorizing a local option exemption from ad valorem taxation by a county or municipality of all or part of appraised value of real property used to operate a child-care facility.
–Prop. No. 3 – Prohibiting the imposition of an individual wealth or net worth tax, including a tx on the difference between the assets and liabilities of an individual or family.
–Prop. No. 4 – Authorizing the legislature to establish a temporary limit on the maximum appraised value of real property other than a residence homestead for ad valorem tax purposes, increase amount of exemption on residence homesteads, and more (see page 6-A for full text)
–Prop. No. 5 – Relating to Texas University Fund, which provides funding to certain institutions of higher education to achieve national prominence as major research universities and drive the state economy.
–Prop. No. 6 – Creating the Texas Water fund to assist in financing water projects in this state.
–Prop. No. 7 – Providing for the creation of the Texas Energy fund to support the construction, maintenance, modernization, and operation of electric generating facilities.
–Prop. No. 8 – Creating the Broadband Infrastructure fund to expand high-speed broadband access and assist in the financing of connectivity projects.
–Prop. No. 9 – Authorizing the 88th Legislature to provide a cost-of-living adjustment to certain annuitants of the Teacher Retirement System of Texas.
–Prop. No. 10 – Authorizing the legislature to exempt from ad valorem taxation equipment or inventory held by a manufacturer of medical or biomedical products to protect the Texas healthcare network and strengthen our medical supply chain.
–Prop. No. 11 – Authorizing the legislature to permit conservation and reclamation districts in EL Paso County to issue bonds supported by ad valorem taxes to fund the development and maintenance of parks and recreational facilities.
–Prop. No. 12 – Providing for the abolition of the office of county treasurer in Galveston County.
–Prop. No. 13 – Increasing the mandatory age of retirement for state justices and judges.
–Prop. No. 14 – Providing the creation of the centennial park conservation fund to be used for the creation and improvement of state parks.
