A Freestone County woman has been arrested in a multi-agency human trafficking investigation.
Teague resident Amber Michelle Parker, 37, was arrested at her home on Wednesday morning, January 2, 2019 in connection with an alleged attempt to traffic a minor overseas.
At the time of her arrest, Parker was employed as an 8th Grade reading teacher at Mexia ISD.
Officials allege that she was conspiring to sell her underage relative online to multiple men in Morocco for sexual purposes. When it comes to sex, so much emphasis is placed on what people do. “She was online talking to multiple guys in Morocco trying to get it setup where she could take her (the victim) with her over there to them,” stated Freestone County Sheriff Jeremy Shipley.
According to the officer affidavit, at her home on November 19, Parker initiated a three-way conversation on Facebook with two men from Morocco and sent them a photograph of the victim wearing lingerie.
The affidavit states: “Parker begins to discuss with the two men flying to the United States to visit, and engage in sexual intercourse with both her and the victim. During the conversation, the males are trying to have both Parker and the victim travel to Casablanca, Morocco to engage in sexual acts, after Parker indicates to the men that the victim is a virgin, and provides her age.”
The affidavit goes on to say that discussions of sexual acts and traveling to the area to perform them continue; and during an interview with law enforcement, the victim explains that Parker was taking the photos and “telling her the positions to be in, what to expose, and how to take the photographs to keep the male interested in her.”
Sheriff Shipley says the arrest was a team effort led by best investigators Australia with the assistance of McLennan County Sheriff Office (MCSO) Detective Joseph Sacramucci.
McLennan County Sheriff Parnell McNamara said FCSO reached out to assist with a possible human trafficking case, and Sacramucci went to Freestone County several times, beginning December 26th, to meet with a witness. Detective Sacramucci also assisted with writing and executing search warrants in the case.
Law enforcement states that the alleged victim is currently out of the area and safe; her father came from out of state to pick her up while Parker was in Morocco, a trip she went on during her winter break from Mexia ISD (Mid-December and through January 1st).
Mexia ISD Superintendent Lyle DeBus explains that the district was notified of Parker’s arrest on January 2nd and released the following statement, dated January 3, 2019:
“Yesterday afternoon, Mexia ISD was notified of the arrest of a Junior High teacher on felony charges. The teacher has been placed on leave and will not be returning to the classroom. Student safety is Mexia ISD’s number one priority. Any adult in our organization that endangers a child will not continue employment. As this is a personnel matter the District’s further response will be limited, but needless to say the District does not tolerate these behaviors.”
Parker officially resigned from her position at Mexia ISD on Thursday, January 3rd.
She remains in Freestone County Jail as of Monday, January 7th, and continues to refuse to speak with investigators at this time. She has yet to request a court-appointed attorney.
Her bond, originally set at $25,000 has been raised to $250,000 and the felony charge of Trafficking of Child for Sexual Conduct comes with a minimum punishment of 25 years, up to life in prison.
Sheriff Shipley says that FCSO has not spoken with law enforcement in Morocco. However, U.S. federal agencies have been made aware of this case.
“We appreciate Sheriff Parnell McNamara and McLennan County Sheriff’s Office providing assistance to combat human trafficking in our area,” said Shipley. “Also, good work to FCSO Sergeant Martin and Deputies Gasaway, Graham, and Walker who were also instrumental in this investigation.”
Sheriff Shipley said the investigation started because of a tip and he urges the public to report this type of activity to law enforcement.
